Bingo blue jean fabric vest

This vest hangs loose. No snaps or button holes.
I applied fancy fabric bingo card pictures with gold glitter on vest
Tag says plus size but see below dimensions:
Size: shoulder to bottom: 23 inches
Underarm across back: 22 inches
Shoulder to shoulder across back : 13 inches
Washing instructions: Hand wash warm, do not wring, and
dry flat on towel. Do not iron.
